What Has Varanasi's High Court Said?
The Court ordered the ASI to form a "five-member committee of distinguished individuals who are professionals and well-versed in archaeology," according to the Court. The court ordered that "two of the experts should ideally belong to the minority community."
The ASI head has also been instructed to appoint a distinguished person to act as an observer for the committee, and the UP government has been told to cover the cost of the survey.
"The Archaeological Survey's primary goal will be to determine if the religious structure currently standing at the 'disputed site' is a superimposition, change, or addition, or if there is any structural overlapping of any type, with or over any previous religious building."
The following are some of the directives given by the court:
1) Artefacts must be appropriately kept during the survey.
2) The committee must guarantee that Muslims are not stopped from performing namaz at the contested site while completing the survey. However, the Court also stated that if this is not possible owing to the survey work, the Committee should provide Muslims with an alternate, acceptable location to give namaz inside the Mosque's grounds
3) The court stated that the panel should be cognizant of the sensitive nature of the situation and must ensure that both Hindus and Muslims are treated fairly.
4) The Committee's report should be provided in a sealed cover as soon as possible after the survey is completed.
